2. Holders of Constitutional Posts: Current and former holders of constitutional posts like Members of Parliament (MPs), Members of Legislative Assemblies (MLAs), mayors, and district panchayat presidents are not eligible.
3. Government Employees and Pensioners: Regular employees and pensioners of central/state governments, PSUs, and local bodies are excluded, except for multi-tasking staff, Class IV, and Group D employees.
4. Income Tax Payers: Individuals who paid income tax in the previous assessment year are excluded from the scheme.
5. Professionals: Practicing doctors, engineers, lawyers, chartered accountants, and architects who are registered with professional bodies are not eligible.
