The Uttar Pradesh government has made large-scale preparations to ensure the adequate availability of seeds and fertilizers for farmers in the Rabi season 2025–26. This year, the government is set to provide a total of 11.12 lakh quintals of seeds on subsidy, covering major Rabi crops such as wheat, barley, gram, peas, lentil, mustard, raya, linseed and toria.
So far, 81% of the total targeted seed stock has already been made available, while 69% of it has been distributed to farmers. The government has assured that farmers will not face any shortage of seeds or fertilizers during this Rabi season.
To promote the cultivation of pulses, the state government had set a target to distribute 92,518 minikits, out of which 76,258 minikits have already been given to farmers.
Similarly, under the Central Government’s allocation of 2,26,400 minikits, 1,14,697 minikits have been supplied so far.
For oilseed crops like mustard and raya, 4.96 lakh minikits were targeted, of which 4.92 lakh minikits have already been made available and 3.94 lakh minikits have reached farmers.
In addition, under the National Mission on Edible Oils, 5,700 quintals of mustard seed is being provided to farmers free of cost.
According to the government, fertilizer availability in Uttar Pradesh has remained satisfactory from October to November 2025.
Between 01 October and 13 November 2025, the state had the following stocks:
• 17.41 lakh tonnes of Urea
• 10.00 lakh tonnes of DAP
• 7.56 lakh tonnes of NPK
• 4.09 lakh tonnes of SSP
• 1.51 lakh tonnes of MOP
During the same period, farmers have already been supplied:
• 4.82 lakh tonnes of Urea
• 6.24 lakh tonnes of DAP
• 3.62 lakh tonnes of NPK
In October alone, fertilizer sales recorded:
• 2.40 lakh tonnes of Urea
• 3.70 lakh tonnes of DAP
• 2.02 lakh tonnes of NPK
Using POS machines, 1.02 crore farmers purchased 16.82 lakh tonnes of fertilizers between 01 October and 13 November, which has made the entire distribution system more transparent and efficient.
To curb black-marketing and hoarding of fertilizers, the government has taken strict enforcement measures. So far:
• 27,315 inspections conducted
• 5,291 samples sent for testing
• 1,005 licenses suspended
• 1,314 licenses cancelled
• 62 shops sealed
• 192 FIRs registered
The government has stated that any form of hoarding, overpricing, or illegal sale will face strict punitive action. Farmers’ rights will not be compromised under any circumstances.
The state government has emphasized that timely supply of quality seeds and fertilizers is its top priority. Preparations across districts and divisions are being carried out on a war footing to ensure that farmers can complete their Rabi sowing on time and achieve better crop yields.
